[Docs]Supplement the English and Chinese user documentation for Tool calling

Motivation

Supplement the Tool calling user documentation in both English and Chinese to make it clearer for users to use the parser.

Modifications

1. The English user documentation for Tool calling has been added to the directory https://github.com/PaddlePaddle/FastDeploy/tree/develop/docs/features.
2. A Chinese user manual for Tool calling has been added to the directory https://github.com/PaddlePaddle/FastDeploy/tree/develop/docs/zh/features.
