Will it ever be possible to add custom items/blocks with their own texture?

Like the title says. It seems to be almost impossible with plugins. Why is this? Is this something PaperMC hopes to tackle in the future?

Minecraft doesn't support full custom blocks without client changes. This isn't in scope for adventure currently.
