This PR adds the functionality to the docker image to disable the Hal Explorer. Deactivation is initiated by setting the environment variable
HAL_EXPLORER=false.The docker image contains two executable JARs: one with the Hal Explorer dependency and one without.
Based on the value of the environment variable the respective JAR gets started.
