The secondary weapon should have been activated (when deployed) when the unit is on the infested cell from the primary weapon.

But because of the infected cell, into which the unit (and units of the same type - congeners) shot and infected the cell with the main weapon (using RadLevel), If he or they are on the most infected cell from the primary weapon, they cannot use the secondary weapon for the deployment of radiation. Since (most likely) they recognize this radiation as if they had deployed it with a secondary weapon, and they sit, waiting for the radiation to pass from this cell. when the radiation passes, the secondary weapon is activated.
This issue was still in the original game (even with Ares)
