Require `record_formats` and `access_types` to be non-null, default to empty list.

Adjust the Optional Data Sources Metadata table such that the following are both not allowed to be null and default to an empty list:
- `record_formats`
- `access_types`
Update any currently entries that currently have these as null to be empty lists.
