Update powershhell-lts to current LTS release

Steps to reproduce

$ brew info powershell/tap/powershell-lts
==> powershell/tap/powershell-lts: stable 7.2.9

Expected behavior

Installing powershell-lts should deliver the latest release of the current LTS version: 7.4

Actual behavior

Installing powershell-lts deliveres version: 7.2.9 - which is past end-of-life and no longer supported
