Can't publish script by Publish-Script command

I also tried with 6.2-preview version, it did not show any error info. Just stuck at "Performing the operation "Publish-Script" on target "

I have tried to run Get-PSGalleryApiAvailability command directly from Powershell 6.1 and 6.2-preview.
Both of them show the following error info

By the way, I have a proxy on my computer, I am not sure if the Powershell will use the default proxy in windows or not. The verbose log did not show the network proxy usage. I think you could add the proxy usage to verbose log to make the verbose better(git for windows does this in its verbose log).

I believe it's a proxy related problem, however when I retrieve the parameters of Publish-Script, there is no proxy parameter for me to specify.
It remind me of another issue https://github.com/PowerShell/PowerShellGet/issues/336, hope you have a plan for it.
