Estou tentando clonar um repertório no VSCode, porém não aparece a opção git: clone.

The clone button is vscode specific, and not related to the PowerShell extension, you will need to open your issue there:
https://github.com/microsoft/vscode

That said, have you tried:

1. Making sure your source control pane shows git is available?
2. Checking the git output log to make sure there are no errors there?
3. Checking the internet for similar issues like being in restricted mode?
   Missing "Clone Repository" Button in VS Code-Insiders microsoft/vscode#169116

It seems to work fine to me so it must be something specific to your setup. Good luck fixing it! Closing this as not related to powershell vscode extension.
