Include user registered artifacts in TaskUpdateEvent

Artifacts registered by the user in the application using type tbd shall be included as part of the TaskUpdateEvent.

• Define type for user registered artifacts for both downstream and export jobs.
• Update TaskUpdateEvent to include the new struct.
