[BUG] Only latest version of resource can be used via MCP

Precondition:
a resource ( agent, pipeline..) is available with 2 or more versions and with an MCP tag on one of the versions ( not on the latest )

Steps to reproduce:

1. Request for tools via MCP

Actual results:
The resource is available
When used, the latest version of the resource is executed

Expected results:
All resource versions with the MCP tag are available ( need to think about naming too)
or
The tool is available via MCP only in case mcp tag is on the latest version
