[BUG] Get Attachments Content Tool Does Not Support Common File Types

Summary:
The get attachments content tool in the Jira toolkit does not support retrieving content for commonly used file types such as PNG, JPEG, and XLSX. Supports json txt

Steps to Reproduce:

Open the Jira agent.
Run conversation starter.
Attempt to retrieve attachment content .

Expected Result:
The tool should successfully retrieve and display content for supported attachment types, including PNG, JPEG, and XLSX.

Actual Result:
The tool fails to retrieve content for these file types.

Impact:
Users cannot access attachment content for widely used formats, which reduces usability and limits productivity.

If switched to api v2 , it works as expected
