[BUG] get_Attachments Fails for Specific Attachment Types in Jira Integration

Steps to Reproduce:

1.Use attached toolkit
Find Get Attachment tool and put ticket id as EL-14

Run tool

Observe failure or missing attachment data in the response.

Expected Behavior:

All attachment types should be retrievable,
Actual Behavior:
The function throws an error or returns incomplete results when encountering specific attachment types.
