[BUG] Pipeline fails to start on consecutive runs without refresh

Steps to reproduce:

1. Run the pipeline successfully.
2. Without refreshing the page or interface, attempt to run the pipeline again.

Actual results:

• The pipeline does not start, and the same message is returned to the user indicating no action was taken.

Expected results:

• The pipeline should start as expected on consecutive runs without requiring a page refresh.

@epamLDadayan and @SamvelSimonyan, this is an BE issue. Because FE sends the question to BE, but BE doesn't work as expected. @MikalaiB please take a look at it.
