[BUG] Model Settings icon disabled in new conversation; cannot configure LLM settings

Title: Model Settings icon disabled in new conversation; cannot configure LLM settings

Description:
When starting a new conversation in Chat, the Settings icon (gear/cog) for LLM model configuration is disabled. Users cannot open the Model Settings pop-up to adjust temperature, max tokens, or other parameters until after the first message is sent.

Steps to reproduce:

1. Go to Chat and start a new conversation.
2. Observe the Settings icon (gear) next to the model selector in the chat input area.
3. Try to click the Settings icon.

Actual Result:
The Settings icon is disabled (grayed out) and does not respond to clicks. The Model Settings pop-up cannot be opened.

Expected Result:
The Settings icon should be enabled from the start, allowing users to configure LLM model settings (temperature, max tokens, etc.) before sending the first message.

Notes (optional):

• Screenshot shows the disabled Settings icon in a new conversation.
• The icon becomes active after the first message is sent, but users should be able to configure settings upfront.
