Sieve rule should allow "fileinto" INBOX #1484

As far as I know it isn't possible to add a filter to explicitly keep an email in Inbox. And the root IMAP mailbox cannot be picked with the MOVE_TO action.

At the moment I got a case were there is a server global sieve rule which moves email with header 'X-Spam-Flag: YES' to 'Junk' folder. But user's sieve rule can override this. Thus, an action with 'fileinto "INBOX";' and 'stop;' could be used to whitelist senders etcetra.
