Be fair when giving stuff

open: Open a new raffle
enter: enter the Raffle
withdraw: remove your name from the raffle
close: Closes the active raffle if any
draw: Draw the lucky winner
end: end any active raffle in this channel
role: modify the list of roles that can run a raffle
user: Manage user access to raffles
enable: toggle if raffles are allowed in this channel
