Set up auto deploy for Projects import rake task

At the moment, when e.g. ILT add Projects to the Editor API, it does not automatically run the import rake task.

This ticket is to tweak the rake task so it auto-deploys to streamline the process and supports our planned bit of "get Editor rolled out on projects site" Q4 objective.

Please can we also confirm what the trigger is for this e.g. PR gets approved and it runs or something else and let ILT know.

As part of this issue please can we update the github documentation shared with ILT to outline how the merge/promote process works.
