Adds Circle CI to the repo.
Currently just runs the tests. The repo needs to have rubocop run over it and then we can enable that in CI too.
I didn't do it in this PR as there would be lots of rubocop change obscuring the CI setup changes.
Environment variables have been added for database users and passwords. These will need to be added to you local
.envfile after merging this PR.
