docs(plan): MCP OAuth server — Phase 2

Phase 2 plan: expand the MCP read surface from 2 tools to 9. Adds
list_tickets (filters + cursor pagination), list_ticket_comments,
list_project_members, get_screenshot (image with 1MB cap),
get_replay_transcript (verbosity), get_replay_raw (200KB acknowledgeSize
guard), get_ticket_cookies (opt-in). 10 tasks, ~6 hours of work.
