Roo sometimes won't display API errors

What happened?

Sometimes that red message doesn't show up but the "retry" button does, and it's kinda confusing for the new people that don't know

Steps to reproduce

1. Use some highly used model from openrouter
2. get some api errors
3. won't show some of the errors, depends

Sorry not enough info here to do anything. I am unable to repro.

For me, it seems to always show the red text, but a lot of time the red text is just “API Request failed, provider returned error”, so it’s not much more useful than no red text and a retry button.

Happens in boomerang mode in sub requests, and does the same on retries. Have to start a new top level task to get out of it.
