[BUG] openai provider use custom base URL error #9426

Using the OpenAI provider to request the OpenAI response with a custom base URL, when the URL suffix is added with "/v1", it errors:
when it's not added, it also errors:
It seems that it doesn't support the custom OpenAI response requests, or is there another way to achieve this purpose?
