[BUG] Opus 4.5 Not Caching

Opus 4.5 Being Used
Noticed cost was VERY HIGH in RooCode
Checked Anthropic Logs - None of the request have cache writes or cache reads (example in screenshot)

Context (who is affected and when)

Happens no matter how I configure RooCode to use Anthropic Opus 4.5.

1. Ubuntu 20.04 Desktop
2. VSCode (up to date)
3. RooCode 3.34.2

Expected result

Lower cost due to caching

Actual result

Higher cost due to no caching

I'm exploring a potential fix for the Opus 4.5 caching issue. I've identified that the model ID 'claude-opus-4-5-20251101' is missing from the cache control configuration in the Anthropic provider implementation. I'll open a PR to share progress.

Opened PR #9568 with my attempt at addressing this issue. The fix adds the Opus 4.5 model ID to the cache control configuration, which should enable prompt caching and reduce API costs. Feedback welcome!
