Make GeographicLocation available for all of MEmilio #1342

Motivation / Current Behaviour
Currently, the ABM has some preliminary support for coordinates using the GeographicLocation.
Enhancement description
The GeographicLocation should be moved to the geography section of MEmilio. It can then be enhanced by a distance function and some data structures for efficient inrange-queries.
