I almost got all the downgrades too, but I'm not sure I understand what's going on with the rest

If the docs don't work after this, I'll just do it on another PR; that might need a bit more work

I bumped the versions, I think this is ready to merge and then the registration process can start. I think OptimizationBase should go first, then the rest of the subpackages and then Optimization.jl
