We are replacing the current nat forwarding service with an implementation (based on shims) that is more reliable and easier to troubleshoot / maintain. Several Things need done, each of which are documented with a ticket.

Summary

1. Finish adding / testing forwarder and library features for nat forwarding
2. Integrate and test with node manager
3. Create new deployment program on top of experiment manager lib, supplement with integration test
4. Deploy onto beta-testbed
5. Deploy into production
