Add multistage configuration

[SecretiveShell]

This still needs integration into the main program, but should fix the issues people are having with configuring MCP servers

also means we can:

• load config from http
• load config from json env var
• load config from filesystem

This is a breaking change as current config would not work after this is merged

• integrate into main program
