chore (vis-network): provide an easy way to update the bundled vis-network lib

[gesinn-it-gea]

• add a package.json to define vis-network dependency
• copy from node_modules to resources
• eventually patch with @nomin to prevent double minification issues with resource loader
• add README how to update
