Add Business Rule: Enhance Incident Description with Linked Problem Statement

Overview

This PR adds a new Business Rule snippet under Server-Side Components > BusinessRules.

Details

• Business Rule automatically appends linked Problem details (number + short description) to the Incident description.
• Runs before insert/update when a Problem ID is newly linked or changed.
• Includes error handling for stability.
