Ship React 17

The React 17 release blog post suggests changes are minimal. The changes to event delegation might be an issue but I don't think so.

Tangentially related to polaris v7 it would be great to bump the minimum react version to 16.14.0, so that you can leverage the new jsx transforms in the future.

Ideally you'd have a peerDependency that supports both 16.x and 17.x - ^16.14.0 || ^17.0.0

Migration and testing might be made easier by finishing off migrating from enzyme to @shopify/react-testing first.

An exploration into upgrading React in Shrink-Ray found (our basic usage of) Polaris seems to work fine with React 17.

We will be upgrading react-testing to support 17.x asap to support upgrades in other places.

I think it should be relatively trivial to update here (though the changelog mentions event listener changes and Polaris is probably the most likely library to feel those in some edge case). Let us know how we can help as we're actively working on this upgrade process :)

@kyledurand this is now blocking web - applications using Polaris and Next.js are stuck on Next.js version 10.X.X, because version 11+ requires React 17.

Based on the comments here, it looks like the assessment from the Shopify team is that this should be fairly straightforward. The link to the "actively working on this upgrade process" from @TheMallen above now 404s, so we don't have any visibility into how far along you are in this process.
