[ActionList] Top and bottom padding removal

Feature request summary

<ActionList /> is commonly utilized as a child component of <Popover /> and has top/bottom padding, which creates an vertically elongated aesthetic.

Example (from demo):

The desire is to remove the top/bottom padding of the <ActionList />.

Rationale

Provides a more compact and uniform aesthetic.

We did a quick triage and found that the only component that does not use ActionList within a Popover is “Crop and rotate”
