refactor: incorporate edge plugin into monorepo

Incorporated edge plugin into CLI monorepo.

• set initial version to 2.0.0-beta.0 since we were already releasing it under 1.x.x
• included changeset file to release edge plugin and CLI with these changes
• files form the packages/edge directory were copied from the old edge repository with the following exceptions
  • the test/unit directory was moved into src/__tests__ to match other packages in this monorepo
  • the package.json was cleaned up a little to look more like the package.json files in other packages in this monorepo
  • the ci/cd files were left out
  • .eslintrs.js, tsconfig.json and jest.config.js files were set up to use shared config like other packages
