Setup GitHub Action to build Doxygen documentation on server

Can use e.g. https://github.com/mattnotmitt/doxygen-action/

1. Add Doxyfile with proper configuration to repository - need to use relative paths
2. Setup GitHub Actions workflow to build docs on server, and then deploy to GitHub Pages
