Helm charts not released

The helm chart isn't released after moving to a new repo and changing names.

It did work here @https://github.com/StacklokLabs/meta-mcp/actions/runs/18590161503/job/53003123589#step:4:83

The task here is to fix it.

The Problem

The Helm chart wasn't being released in the mcp-optimizer repository because:
Missing gh-pages branch: The chart-releaser-action requires a gh-pages branch to store the Helm chart index and package charts. The meta-mcp repository had this branch, but mcp-optimizer didn't.
Without this branch, the chart-releaser silently skipped packaging, resulting in:

   No charts were released (no .cr-release-packages directory found)

The Fix

✅ Created the gh-pages branch in the mcp-optimizer repository with an empty initial commit.

What Will Happen Next

The next time you create a release tag (e.g., v0.1.0), the workflow will:
✅ Package the Helm chart (because the gh-pages branch now exists)
✅ Create a GitHub release for the chart (e.g., mcp-optimizer-0.1.0)
✅ Push the chart to the OCI registry at ghcr.io/stackloklabs/mcp-optimizer
✅ Sign the chart with Cosign
✅ Update the Helm repository index on the gh-pages branch

Also had to automate the chart versions and add a manual dispatcher to test.
