Normalisation

• Uppercase names
• Country names
• Expand role acronyms
• Expand gender acronyms
• Allign all persons to Chapters (some persons only assigned to Report)

Using Python with copilot

Normalisation issue to be dealt with - the roles appear to need mapping and this would need input from IPCC as role names appear to overlap. Issue #162
