Configurable paths for vite devtool removal in production builds

Hi there,

when using Vite 8, the build reports plugin timings.

For TanStack Devtools and my setup, I receive the following:

[PLUGIN_TIMINGS] Warning: Your build spent significant time in plugins. Here is a breakdown:
  - @tanstack/devtools:remove-devtools-on-build (46%)

In my case (and I suspect for a lot of other people too), devtools are only ever configured in one file, yet the plugin scans all possible locations.

Maybe you could provide the option to provide a filter for the removal plugin to narrow down the transformation and improve build performance, WDYT?
