ThemeBuilder did not create global icons for card layout.

Describe the bug
While running through tests of boards I noticed that themebuilder did not create copies of the drawable icons.

Confirm that the bug is in the embedded library

To Reproduce
Create a card layout via themebuilder, the left and right icons will not display

the icons should display
