Add Template for pull request

Hi @ashmeet07 , i woudl like to add a template for pull request . this  would not only enhance the management but also helpful in providing a quick review about the changes made in the PR and how they gonna be affect the API. let me know your thoughts and also i request to assign this issue to me.
