Make h1 divs as anchors

In the file telegram-bot.component.html there are 2 headers H1 with ids that should be links that will navigate user directly to those headers. Unfortunately, now links do follow to the top of the page instead of divs position. Please do catching the id in route after '#' and then make page scrolled to the div with this id
