[FEATURE REQUEST] 2x2 Matrix Eigenvalues and Eigenvectors

What would you like to Propose?

I noticed there were no eigenvalue files for matrices but other matrix-related files. I can add a maths algorithm that computes eigenvalues and eigenvectors of a matrix.

Issue details

I already have code for 2x2 matrix, open to creating algorithms for larger matrices. Can submit a pull request for review.
