I want to automate the task of user engagement by making a greetings.yml file that will automatically write comments on raised issues and PRs. Kindly assign this issue to me under Hacktoberfest 2023.

I don't see how this would be of much use to this repo—there's no need to have automated responses to every single issue and PR.
