Need for another directory

I want to add some reinforcement learning based algorithms, however there's just machine learning directory. I think having a separate space would be good for RL. I was hoping to add a subdir under machine learning, and contribute some algorithms implementations there.

You can add freely when you open a PR, as long as the category is meaningful
