Ability to add tags to pull requests or issues

Would make looking at pull requests and issues a little easier.  It's tough to know if a pull request is ready to merge, or needs review, etc.  OR if an issue is open, in progress, stale, etc.

I know this is just a place to practice coding, not an actual project.  Might make it easier on the admins to sort through the garbage. ☺
