Building obs python on Windows

I use the below script in Jenkins, putting it into a .bat and setting the required variables should get it working.

This script builds using Visual Studio Expres 2013
You must have swig installed on windows and python 3 both these paths need to be set.
This script also relies on the location of the previous script building obs-studio in the set directory

set WORKSPACE to be a location of checked out obs-python
Change paths to installation of python and to windows swig binary
