This change allows special power EVA events to be played for the currently observed player. This includes the following events:
EVA_SuperweaponLaunched_Own_ParticleCannonEVA_SuperweaponLaunched_Ally_ParticleCannonEVA_SuperweaponLaunched_Enemy_ParticleCannonEVA_SuperweaponLaunched_Own_NukeEVA_SuperweaponLaunched_Ally_NukeEVA_SuperweaponLaunched_Enemy_NukeEVA_SuperweaponLaunched_Own_ScudStormEVA_SuperweaponLaunched_Ally_ScudStormEVA_SuperweaponLaunched_Enemy_ScudStormEVA_SuperweaponLaunched_Own_GPS_ScramblerEVA_SuperweaponLaunched_Ally_GPS_ScramblerEVA_SuperweaponLaunched_Enemy_GPS_ScramblerEVA_SuperweaponLaunched_Own_Sneak_AttackEVA_SuperweaponLaunched_Ally_Sneak_AttackEVA_SuperweaponLaunched_Enemy_Sneak_AttackThis does not apply to Generals as the respective events there are not conditional on player relationships.
