missing cmake config for 0.2.21 release tarball

👋 have some issue of building 0.2.21 release tarball due to missing the cmake build config

relates to Homebrew/homebrew-core#224649

The reason seems to be that it is built using

c-toxcore/.github/workflows/deploy.yml

Lines 353 to 355 in 6794447

	autoreconf -fi
	./configure
	make dist

Which means other files are also missing (eg vcpkg.json for windows).

I tried to do the autotools installation, but the header files very different from the cmake builds, and caused the brew test failures. So, yeah, the cmake build would be better for homebrew formula update.

@chenrui333 I went ahead and manually created source tarballs for the last release, in addition to a fix in master for the next release.
