Updated `EstateReportingAPI` projects to target .NET 8.0 and reference newer versions of NuGet packages, including `MediatR`, `EntityFrameworkCore`, `xunit`, `NLog`, and `Lamar`. Removed outdated package versions and added new dependencies for improved compatibility and features.
