Upgrade transaction validation to use local aggregates rather than client calls #692
Description
There are a number of areas in the transaction flow where calls are made to the estate client to validate details as part of the transaction.
This needs to be upgraded to make a local call to the aggregates concerned with the validation.
Note: this job depends on the relevant aggregates being moved over
