Changes to main branch don't show on docs root unless version is latest

Turing in docs is still stuck at 0.34 (because Enzyme stuff), but latest is 0.35. So changes to master aren't being reflected in the root https://turinglang.org/docs

Somewhat related to this, the version check script I added doesn't actually error if the main branch isn't on the latest version of Turing. https://github.com/TuringLang/docs/blob/master/.github/workflows/version_check.yml

Probably the check in publish.yml needs to be modified so that if env.version is the same as the highest version release in the /versions subdirectory, copy its contents to the root.
