Cannot convert Toggle Heading to regular Heading — it remains collapsible

Describe the bug
Switching a block from Toggle Heading to a regular Heading (H1/H2/H3) does not remove the toggle behavior. The block continues to collapse/expand instead of behaving like a standard heading.

To Reproduce
To Reproduce

1. Create a block of type Toggle Heading (any level).
2. Open the block type menu and change it to Heading (H1/H2/H3).
3. Observe that the block still collapses/expands like a toggle.
