Now that we must use C++ 14 or newer, the documentation should reflect that. I also added that you can run the executable using `./foo_tests` because I am not sure it's obvious.

The workflows were out of date -- need to use version 4 of cache, and need to use at least C++ 14. There may be some things in the writeup that also need to change in response to these changes. The workflows were also not set to run if the workflows themselves were updated, which was problematic for updating the workflows properly.
